⬆ Bump tar and @hey-api/openapi-ts in /frontend

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [@hey-api/openapi-ts](https://github.com/hey-api/openapi-ts). These dependencies need to be updated together.


Removes `tar`

Updates `@hey-api/openapi-ts` from 0.73.0 to 0.90.4
