Button collision in transcript panel: 'Configure' and 'Ask about this session' overlap

Bug

When I open the transcript panel, two buttons collide/overlap each other and the layout looks messy.

The floating "Ask about this session" pill overlaps with the "Configure →" button shown in the empty summary state ("You need to configure a language model to summarize this meeting").

Steps to reproduce

1. Open a session that has no language model configured yet
2. Open the transcript panel (so it shares the right pane with the summary)
3. Observe the empty-state "Configure →" button — the "Ask about this session" floating button sits right on top of / underneath it

Expected

The two buttons should not overlap. The floating "Ask about this session" pill should offset itself when the empty-state CTA is visible, or the empty-state CTA should be positioned so the floating pill doesn't collide with it.

Actual

Buttons visually stack on each other (see screenshot).
