Paint: Vertex Paint UI in Inspector (QML)

Summary

Add Paint section to the QML inspector (PropertiesPanel.qml) for brush controls.

Acceptance criteria

• Shows when Paint tool active.
• Radius/strength/falloff sliders.
• Color picker.
• Toggle to enable/disable vertex color preview.
