Bump MSRV to 1.71

This addresses the following `cargo test` failure:

* error: package `regex-syntax v0.7.2` cannot be built because it requires rustc 1.60.0 or newer
* error: package `quote v1.0.45` cannot be built because it requires rustc 1.71 or newer
* error: package `unicode-ident v1.0.24` cannot be built because it requires rustc 1.71 or newer
