Upgrade distributionUrl to gradle 8.14.5 in all gradle-wrapper.properties files, match the main build (#8472)

The main build has been using gradle 8.14.5 since #8315 (~ 1 month ago),
but some other gradle-wrapper.properties still had older versions, like
8.4, 8.5, and 8.13. This was noticed by the non-stopping failure of the
"health-metrics/apk-size" build, which exhibited this error:
