Migrated `adbOptions` to `installation` blocks and moved `targetSdkVersion` to the `testOptions` block across various modules. Also updated `subprojects.cfg` to categorize `transport-runtime-testing` as a test project.

Do we really only want target sdk in test options?
Yes, because target SDK is meaningless in any other place: apps define the actual value that will be used, and the build process disregards any value defined in libraries. |
