Migrated adbOptions to installation blocks and moved targetSdkVersion to the testOptions block across various modules. Also updated subprojects.cfg to categorize transport-runtime-testing as a test project.

Do we really only want target sdk in test options?

Do we really only want target sdk in test options?

Yes, because target SDK is meaningless in any other place: apps define the actual value that will be used, and the build process disregards any value defined in libraries.
