Refactor timers to return all necessary timestamps from `next_timer_update`

Instead of requiring the caller to call us every second or so, we should inform them when the next time-related action is due. This prevents unnecessary wake-ups and allows CPUs to go into deep-sleep when nothing needs to happen.
