[2.x] "Show language selector" setting switch initialized wrong

Current Behavior

The "Show language selector" switch does not represent the correct state when starting to use it

Steps to Reproduce

1. On a new Flarum installation enable your first language pack beyond English
2. Open Admin -> Basics and check the state of the "Show language selector" switch and compare to the language selector being present on the forum frontend

Expected Behavior

The "Show language selector" should be initialized in the switched on state in admin.
