IR library does not allow turning on the device again

Describe the bug

The IR library wizard makes it impossible to turn on a device again after identifying the power button.

To Reproduce

1. If you are testing with a real device, have it on already. Obviously it doesn't actually matter since the device can't communicate back, but it illustrates the issue better.
2. Go to Tools > Remote Library
3. Select the device type and manufacturer; I selected AV Receiver > Yamaha.
4. Tap the power button and answer No until the device turns off (since it was already on from step 1), then tap Yes
5. The app now asks you about the Volume Up button.

Expected behavior

There's a way to power the target device back on again, so that the button can be tested.

Actual behavior

There's no way to do so without the actual remote, I can only skip:
