Rework the updates system for Flipper One

We need to go beyond the current system of full-disk images as the primary way to update the Flipper.

Key target state characteristics (to be refined as needed):

• Produce and distribute only actually changing components (avoid duplication where possible)
• Support on-device upgrades either through a flasher image or via onboard recovery
• Automatically discover available versions to reflash
• Support updating selected profiles only, rather than the full system
