https://logging.googleapis.com/ has moved to https://docs.cloud.google.com/logging/docs/apis

I'm updating the straight URLs in /pipeline/outputs/stackdriver.md but https://docs.fluentbit.io/manual/data-pipeline/outputs/stackdriver#configuration-parameters has logging.googleapis.com as part of multiple key values and I suspect that means Fluent Bit itself needs these updated. I don't want to just change the docs values if those are in the code.
