Missing macOS releases

Looks like we are missing macOS release uploads for quite a few versions now: https://github.com/fluent/fluent-bit/actions/runs/23863425387/job/69576187097

Additional context

There is a related issue for Windows checksum calculation failures as well: #11203

[cosmo0920]

I investigated this issue and found there's glitches for package creations on macOS runners.
So, we need to unify these steps.
