When autosubmit is added but the tests haven't been run (due to lack of CICD label), you get a weird error

auto label is removed for flutter/flutter/183971, Failed to enqueue flutter/flutter/183971 with HTTP 400: GraphQL mutate failed.

We should give a better error message to let the user know that they need to add the CICD label.
