This adds a rebuild script for
tfserving-flutter. In the process it extends thecodelab_rebuildtooling to support runningprotocto generate dart code from protobuf definitions. Oh, and upgrading the codelab to latest Dart and protobuf libraries.Pre-launch Checklist
