Property editor updates feel laggy

One option is to treat the throttling different for code edits versus cursor location changes. It may make sense to throttle more for code edits than for cursor location updates.

Changing the throttling values doesn't appear to have helped much. It may be worth profiling the code on the analysis server side and the devtools side to see if there are any performance gains we can pick up. I'm timing the round trip from cursor location change to property editor update ~1 second.
