MODWRKFLOW-65: Remove explicit FolioSpringLiquibase configuration Bean.

Providing a custom `FolioSpringLiquibase` configuration **Bean** solved a regression in the past but now this is causing problems. Removing the `FolioSpringLiquibase` configuration **Bean** entirely allows for the defaults provided by `folio-spring-support`. Once removed, the entitlement process in Eureka is no longer failing for this module.
