chore: sync release notes metadata between changelog and GitHub releases

- changed file: CHANGELOG.md
- added missing tag release sections with compare/date headers
- kept non-tag beta section out of Git release synchronization scope
- updated Git release titles to v&lt;version&gt; and bodies from CHANGELOG.md
- sync result: created 101 releases and updated 155 release messages
