…, ESLint 10, Tailwind 4 (#695) Closes #658. Upgrades the four held-out major frontend deps, each independently verified: - Jest 30 + jsdom 30 + @types/jest 30 (supersedes #641, #642). Adds a window.location navigation seam for jsdom 30; restores json-summary coverage reporter. - ESLint 10 (supersedes #639). Bumps typescript-eslint/react-hooks; drops the inert eslint-plugin-react and unused eslint-config-next. - Tailwind CSS v4 (supersedes #640). @import + @config legacy theme, @tailwindcss/postcss, v4 utility renames incl. bare shadow -> shadow-sm. Build, 1020 tests @ 68.91%, and lint all green; visual + built-CSS verification done.
