chore: remove outdated documentation files

- Remove CI-CD-PUBLISHING-CHANGES.md
- Remove CONFIG_ONBOARDING_PLAN.md
- Remove PACKAGE-ANALYSIS-REPORT.md

These files are no longer needed as their content has been integrated or superseded
