Bump tar and @angular-eslint/schematics in /example

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [@angular-eslint/schematics](https://github.com/angular-eslint/angular-eslint/tree/HEAD/packages/schematics). These dependencies need to be updated together.

Updates `@angular-eslint/schematics` from 16.3.1 to 22.1.0
