ci: drop build.yml allowlist edit from branch (needs workflow scope)

The test_dash_embedded_oracle_shadow --target allowlist entry must be added to
.github/workflows/build.yml by a token with workflow scope (this branch is
pushed by an OAuth app without it). The drift-guard only inspects
src/impl/<coin>/test, so it does not fail on the top-level test/ addition; the
KAT simply is not compiled in CI until the allowlist entry lands. Tracked in the
PR body as a required follow-up.
