Fenced, additive conformance KAT closing the coverage gap on the NON-genesis (deep-chain, acc_height >= TARGET_LOOKBEHIND) branch of dgb::ShareTracker::compute_share_target — the consensus-bearing Step-3 emergency time-based decay and Step-4 ±10% clamp.

Non-circular: every golden is derived from an independent big-int Python reference of the oracle formula (frstrtr/p2pool-dgb-scrypt data.py generate_transaction), not by calling the SUT. Touches only src/impl/dgb/test/ and the build.yml --target allowlist; no production code changed. 5/5 green locally; genesis + dgb_share_test regressions unchanged.

Adds dgb_share_target_retarget_test pinning the NON-genesis (deep-chain,
acc_height >= TARGET_LOOKBEHIND) branch of ShareTracker::compute_share_target
— Step-3 emergency time-based decay and Step-4 ±10% clamp — which previously
had no direct coverage. Goldens are derived from an independent big-int Python
reference of the oracle formula, not from the SUT, so the KAT is non-circular.
Fenced and additive: only src/impl/dgb/test/ plus the build.yml --target
allowlist; no production code touched.
