Looking at the full error in the build log:

FS3021: ... Failed to request 'https://api.worldbank.org/v2/country?per_page=1000&format=json&page=1'. Error: System.Net.WebException: The remote server returned an error: (502) Bad Gateway.

The WorldBank type provider makes live HTTP requests at compile time to populate the Countries/Indicators/Regions/Topics provided types. During the CI run, the WorldBank API was temporarily returning 502 Bad Gateway. All 5 retries failed immediately (no delay between them), and the exception propagated as a compiler error (FS3021), preventing the test project from compiling.

Unrelated to the TP SDK update — the TP SDK changes were internal performance improvements to ILMethodDefs/ILFieldDefs caching and a Logger bug fix; they don't affect the HTTP request path.

I've opened a PR to add a 2-second delay between retries, which gives the API time to recover from brief outages before all retry attempts are exhausted: see the linked PR.

A more permanent fix would be to pre-seed the WorldBank schema cache with static fixture data (so type provider design-time never needs live network access). That would be a larger change.
