Change fullstaq-ruby-ci-bot account into a Github app

The CI bot account is now a regular Github account that's backed by an email address. But it would be more manageable if we change this account into a [Github app](https://docs.github.com/en/developers/apps/about-apps), which can be more easily administered by a team.
