the origin ci is deprecated, we need to sync to new ci here
this will made save to cache won't error again
since we use the libs.toml, now dependabot will work, so it is time to induce it
this made me easier to debug the project and fix some warning

This pr relay on the other three, I think it needs to wait for other three being merged, then I can continue on this one
