fix(seals): remove stale fpga_Stdlib.json + Stdlib.json, add coder_igla-coder-prm.json

- Duplicate Stdlib module fixed in prior commit (bebbd42);
  clean up orphaned seal files.
- Add missing seal for specs/igla/coder/prm.t27.
- Verify suite: 546/546 PASS, 0 failures.
