docs: anchor on live arXiv ID 2606.05017

Replace internal QFHDTL endorsement code with the live arXiv anchor
in conformance/FORMAT-SPEC-001.json. The GoldenFloat preprint is now
live as arXiv:2606.05017 (cs.AR, 2026-06-03); internal workflow codes
should not appear in committed public artefacts.

Also update docs/NOW.md with the chore-arxiv-id-propagation section.
