Wave Loop 368 — IGLA CODER+RACE + retry board flash + one safe gen-verilog fix

Tracking issue for Wave Loop 368.

Target:

• 216 generic ∀ in Lean 4 (44-variable plus accumulation, 43-variable minus accumulation, depth-21 vigintiunuple cancellation, zero-weight undecuple closure).
• +54 tests, +27 invariants across 27 IGLA specs.
• Regenerate all 27 IGLA seals and verify 546/546 PASS.
• Retry dlc10 idcode / sram / flash on QMTech Wukong V1.
• Land one safe gen-verilog sub-fix from gen-verilog: 5 lowering defects block iverilog-clean RTL from non-trivial specs #1245 OR promote reproduction doc to a full roadmap.
