Test PR (do not merge). Exercises the happy path of the skills-generate workflow by bumping the toolbox version to 1.5.0.
Expected: the
Generate Skillsworkflow runs, validates the 8 upstream toolsets against the SKILLS array, generates all skills offline (no DB), and commits them back to this branch.
