Test rebase and presubmit of cl/937368698 on top of tip SoT. Renamed the 'developing-with-bigquery' skill to 'bigquery' to simplify the naming structure under the relocated data_agent_kit package. As part of this change, the reference to '@Skill:notebook-guidance' has been removed from the skill itself, and all corresponding references and build dependencies across the package have been updated to point to the new name.
