Update Debian Build-Depends for pyproject.toml migration#159

Drop python3-setuptools (no longer needed — setup.py was removed, pybuild-plugin-pyproject handles the build). Add python3-pytest-cov to match the new test dependency. Also fix inconsistent indentation on the pytest-django line.
