using pytest

Description

I would like to use pytest in our test-suite. For example we can use skip and skipif decorators to run tests if requirements are fulfilled (like gdal installed etc).

We can use pytest-cov for coverage tests (#367).

For the ease of local testing the test suite should just warn about gdal missing (skipif tests) and not fail.

@cehbrecht if you'd like, I can look into this in the coming weeks. The PAVICS team could benefit from this change. I'll make a personal fork of this and submit a PR once I have something worth sharing.
