Default format for feature info depends on last map opened + dpcumentation to fix

The issue described here:

Moreover the documantation of Identify plugin indicates you can set the default format by setting mapInfo.configuration in defaultState, but the fact it doesn't work. It works setting the "mapInfoConfiguration" in new.json

How to reproduce

• login
• if you don't have, create a map with default info format set to html and save, then get back to home page and refresh the page.
• click on add resource --> create map
• check format (is using default) of info by clicking on setting icon on sidebar
• get back to home page
• open a map with html format as default
• get back to the home page
• click on add resource --> create map
• check format of info by clicking on setting icon on sidebar

• Is using the default

Current Result

• is not using the default

• the documentation is wrong

• Not browser related
