fix: add portal authentication and null array handling for Code Governance (#31)

- Add portalUrl config and loginToPortal/logoutFromPortal methods
- Add PortalLoginResponse type for login response
- Add null array handling in ExportResponse constructor
- Add requirePortalLogin and addPortalSessionCookie helpers
- Change Code Governance methods to use portal URL with session cookie
