Unexpected "delete uploaded file?" dialog

Problem description

While testing Annotate widget I noticed a "Delete uploaded file?" dialog after going back to the question without saving a photo on Android.
I took a photo, opened the camera and tapped the device back button to go back to the question.

Steps to reproduce the problem

1. Go to All question types form.
2. Go to Annotate widget.
3. Tap "Take picture".
4. Take picture and confirm/save it.
5. Tap "Take picture" again.
6. When the camera is opened tap the device back button.

Expected behavior

The dialog shouldn't appear - as I user I didn't intend to remove the photo.

Dominika and I have been looking into this issue. It occurs across all upload question types and comes from standard browser behavior. According to MDN documentation, when a user cancels the file picker (take picture or select from file system), the browser treats it as a "select nothing" action and clears the input.

The dialog is technically doing its job: preventing users from accidentally leaving the question unanswered. However, the current experience is confusing because the user didn't explicitly attempt to delete anything. They should be able to safely cancel if they change their minds about taking a picture or selecting a new image.

To resolve this, we can either update the dialog's wording to better explain what happened, or we can silently restore the previously selected file without interrupting the user. The Collect app currently uses the latter approach.

I'm in favor of restoring the previously selected file if it's not too big of a lift! That's what I expect as a user.
