Capture IPC calls during ANR

Capture inter-process communication (IPC) calls that occur around ANR time. IPC calls on the main thread (e.g. to system services via Binder) are a common but hard-to-diagnose cause of ANRs, and surfacing them would significantly improve root cause analysis.
