chore(deps): bump @xmldom/xmldom to 0.8.13/0.9.10 (#6042)

Fixes multiple Dependabot alerts for xmldom XML injection and DoS:
- 0.8.x consumers: 0.8.12 → 0.8.13
- 0.9.x consumers: 0.9.9 → 0.9.10
