.azure-pipelines/release.yml: use matrix

Use a build matrix to avoid repetition in build steps for the different
architectures, per OS target. 1ES pipeline templates cannot use the
build-in Azure Pipelines matrix strategy, so we have to hack around this
using a parameter which is an object.
