Why does `dirent.h` not use `FLEX_ARRAY` anymore?

@csware the reason is this to be found in 6b50911, which was squashed into #5649 (look for "137: a09db7d ! 132: 0168f26 mingw: make the dirent implementation pluggable" in the range-diff):

Header refactoring actually changed the order in which the headers are
`#include`d, making it impossible to use `FLEX_ARRAY` here anymore.
