[Tooling] Test download script not working

Test download script is not working for hands on and some exercises.

./test-download.sh hp-add-files 

Possible reason: exercise_utils not loaded into namespace, possibly due to repo-smith changes

The app itself is not affected, and download still works as the exercise_utils is properly loaded into namespace.

The issue seems to stem from moving test-download.py into the scripts directory, rather than the repo-smith changes. For example, the download works if we simply bring test-download.py into the root of the folder and update test-download.sh as required, implying some variety of pathing error instead. I believe your PR provides a fix for this pathing issue.

@VikramGoyal23 Yes, I was debugging and realised it came from the following change #208 instead of repo-smith, though repo-smith was my initial hunch since it was the biggest change prior to this that broke some behaviour
