Move language switcher on books pages to top nav

On the man pages the language switcher is at the top, on Book pages they are in the sidebar. Move those from the Book pages to the top as well.

How about going the other direction? Since we already have a sticky navbar for the manual pages (which I love, by the way), why not move the language selection there, too, with an innocuous button like Wikipedia has (which I also love, by the way):

And then, for a more homogenous visual language, we could move the book translation links into a like-styled drop-down menu.

My main drive comes from the observation that there is now navigation stuff for the page on the left side (the table of contents), as well as navigation stuff related to the page on the top (version, language). That's a bit inconsistent (which would of course be totally in line with Git itself).

@dscho I understand your desire for consistency, and I'm all for it.

For language I think it still would make sense though to have it at the top. While it's not fully the case, but ideally the language is site-wide. Set once and forget, that should be remembered.

But anyway. Maybe we need to define a clear vision for all the navigation. Like I'd love have better "breadcrumb"-like navigation. To see where in the tree the current page belongs and easily navigate to siblings and parents.
