feat: removed scroll to top feature

Removed the Scroll to top button in its entirety
This includes its css, the element itself and all references to it.

Context

As part of the website refresh 2025 changes, I am working on the issues one by one
This particular PR addresses this issue: #2067

no worries, the pr automatically closed since I deleted the previous fork. Deployment of that fork led to some unexpected issues and it was easier to start afresh than to repair the same.

Nevertheless, kindly do keep me posted on this issue, would love to take it up.
