The "Ask a question" Issue Type Form Link is Broken

Describe the bug

I cannot ask a general question because that link goes to a 404 page.

To Reproduce

1. Go to: https://github.com/github-community-projects/private-mirrors/issues/new/choose
2. Click on the "Ask a question" option.
3. You receive a 404 page instead of a form to complete.

Expected behavior

1. Go to: https://github.com/github-community-projects/private-mirrors/issues/new/choose
2. Click on the "Ask a question" option.
3. You receive a form to complete.

@ahpook @zkoppert looks like this repo doesn't have Discussions enabled or the link in the issue selector is wrong. Do we want to enable that for this repo?

I checked and confirmed I don't have permissions to change this setting.
