Summary

Adds Copilot Cockpit to website/data/tools.yml under VS Code Extensions.

It fits the catalog as a VS Code extension for structured GitHub Copilot workflows, including planning, approvals, scheduling, MCP tools, and research runs.

Install guidance remains GitHub Releases + VSIX: download the VSIX, use Extensions: Install from VSIX... in VS Code, and reload.

This PR intentionally avoids Marketplace links or Marketplace wording because the current public install path is not Marketplace-based.
