Rejecting a tool call aborts the conversation #1494

Describe the bug
When I reject a tool call it aborts the whole conversation. This is annoying especially for longer threads, when a single tool call shouldn't affect the overall progress.
Affected version
GitHub Copilot CLI 0.0.411-0
Steps to reproduce the behavior
Prompt:
Introduce yourself, get the contents of the parent folder, then say what 2+2 is
Reject the tool call.
This is just a simplistic example but it proves the point. I noticed this behavior on a larger task for which Copilot had no reason to check the contents of the parent folder. After rejecting the tool call, I saw that the whole conversation was aborted.
Expected behavior
Copilot introduces itself, then answers what 2+2 is.
