Settings or Policy to disable autopilot

Need a setting to prevent users from using autopilot only current option is to not select it

Proposed solution

Add a policy to GitHub enterprise policy that we can disable autopilot for all users in the enterprise.

Also, add a setting so we can also turn it off via a configuration setting.

As we have lots of people using AI for the first time, we would like to control some of these settings at an enterprise level.

Second this even using whitelists for allowed commands can be dangerous as normal looking utils like find can be abused to execute arbitrary commands. Allowing a next token predictor to execute anything as it likes is just irresponsible.

copilot needs an option to disable this dangerous feature
