MCP Sampling is supported in Github copilot chat, but not supported in Copilot CLI

Proposed solution

Allow MCP servers that use sampling to run in Copilot CLI

Example prompts or workflows

Any MCP server that calls ctx.sample_step says sample_step isn't supported
