Repro Steps

1. Open Github Copilot CLI
2. Use Plan Mode
3. Curate a plan
4. Press Ctrl+E to view the plan

Expected

1. Opens up the Plan either in Terminal or VS Code

Actual

1. Opens up the File Viewer
