Describe the bug
/terminal-setup returns " Your terminal already has multiline support with shift+enter."
But when I use shift+enter while entering a prompt immediately submits the prompt.
"Shift+enter" does work in the my normal pwsh terminal outside of vs code

Steps to reproduce the behavior
- Open Vs Code
- Open integrated terminal in VS Code
- Start Copilot CLI
- Enter text , press "shift+enter"
- Prompt submitted.
Expected behavior
I would expect multiline support after hitting shift+enter
