Describe the bug
I work in the PST time zone, and Co-pilot CLI thinks I am working in UTC -- no matter how many times I tell it I am working in PST. I wouldn't really care, but it keep telling me it has been a long day, are you ready to stop for today?It is after midnight, should we stop. Which is driving me nuts.

Steps to reproduce the behavior
Want me to have CBG update the NPC plan with all 13 fixes now? Or should we call it a night and queue this for tomorrow? - this is at 8:24 in the morning.
